A California inmate managed to undergo sex-change surgery using taxpayers money due to policy pushed by former State Attorney General Kamala Harris. 

Skylar DeLeon, 45, started transitioning while behind bars after she was sentenced to death in 2009 for the murders of Thomas and Jackie Hawks. 

DeLeon, who was born John Jacobson Jr, overpowered the couple on their 55ft yacht and tied them to the boat's anchor before throwing them overboard in 2004. 

During the trial of the former child actor, lawyers said that she did so to pay for a sex change - having forced the couple to sign over their assets before they were killed.

Her wishes came true when the California taxpayer started footing the bill for her surgery in April of last year.

In a letter to The Washington Free Beacon reporter Susannah Luthi, DeLeon said that she had received Gender Affirming Surgery and Breast Augmentation in April 2023.

She wrote: 'I bean transitioning when I first got to San Quentin. I started hormones in 2009 shortly after being evaluated. 

'My transition was definitely tough but I have made it. I am going to committee to transfer to a female facility. 

'I am being housed in the hospital for my safety. My counselor and Doctors refused to release me anywhere except Central California Women's Facility.'

According to the California Incarcerated Records and Information Search,  DeLeon still remains incarcerated inside San Quentin State Prison. 

In a 2015 feature on DeLeon by Orange Coast Magazine, the outlet reported that she had attempted to slice off her own penis with a disposable razor. 

The outlet noted during a prison visit how the hormone program she was on  

The move by authorities in the state to foot the bill for the surgery came on the back of policies and precedents set during Harris's time as the Attorney General. 

Before she was elected, California started offering hormonal treatments for those claiming to have gender dysphoria.

In 2015, Harris oversaw the state's fight to block the sex-change operation of inmate Jeffrey Bryan Norsworthy, arguing it wasn't medically necessary. 

Harris pledged to appeal after a district judge ruled against them, but the appeal never appeared. 

She then went on to negotiate a settlement with inmate Rodney Quine who filed a similar suit. 

This settlement came with an announcement by the state that they would change policy and provide sex reassignment surgery for inmates. 

Harris went on to talk about the suits by Norsworthy and Quine in 2019, apologizing for her initial opposition to them. 

She told the National Center for Transgender Equality: 'I worked behind the scenes to not only make sure that that transgender woman got the services she was deserving—so it wasn't only about that case.




The couple had recently become grandparents and were selling their boat to purchase a house and settle closer to their family when they were brutally murdered

'I made sure they changed the policy in the state of California so that every transgender inmate in the prison system would have access to the medical care that they desired and need.'

'I believe, actually, it may have been one of the first, if not the first, in the country, where I pushed for that policy in a Department of Corrections.

'So you can just look at all the work I've done over the years. I feel very strongly about this, and at its core it's an issue of humanity.'

DeLeon had answered an ad the couple placed in a newspaper in an attempt to sell their 55ft yacht, called Well Deserved. 




Skylar was a child actor and once appeared as an extra in an episode of Power Rangers in 1993

She responded to it with her then pregnant wife Jennifer Henderson and his toddler daughter Haley, pretending to be a prospective buyer. 

She then went with two male accomplices on a test sail but once at sea, overpowered them with tasers and forced them sign over their assets to him in legal documents.

They were then tied to the boat's anchor and tossed overboard, drowning them. Their bodies were never found.

Days afterwards, DeLeon tried to empty the couple's bank account. It is unclear how much money they had when they died. They paid $300,000 for the vessel. 

The couple were happily retired and well off but they wanted to sell their yacht and move closer to their grandchildren.

At DeLeon's trial, prosecutors laid bare how she presented himself as a family man in his first meeting with the couple.

He the enlisted John Fitzgerald Kennedy and Alonso Machain to come with him on a test sail with the couple, when the three then killed them. 

When family and friends noticed they were gone and that the boat had not been returned or moored in its normal way, they contacted the police.

DeLeon and his wife insisted that they had completed the purchase of the boat and that they did not know where the couple was.






When police looked further into the couple and realized DeLeon was a convicted felon, they became more suspicious.

But it was only when a public appeal a month later revealed that the couple's Honda had been left in a mobile home by DeLeon that she was arrested.

Then, the notary who Deleon said had witnessed the sale of the yacht to him in a marina parking lot revealed that she had lied to cops and backdated the paperwork in exchange for cash.

The accomplices then confessed. All are serving life in prison without the possibility of parole.

DeLeon was also found guilty of murdering Jon Jarvi in 2003, who he had met while serving jail time for burglary. 

He had slit Jarvi's throat in Mexico after Jarvi gave him $50,000 on the pretense of an investment opportunity.
